  • Sean Logan is a Founding Member and the CEO at LRS Federal LLC. He is a graduate of the United States Naval Academy, a former officer of US Marines, and a successful attorney and business consultant with more than twenty years of Semper Fi leadership. During his successful Naval career, Sean was deployed to Japan, Korea, and China. He served as an Officer of Marines leading Infantry Platoons and Companies and served as Legal Officer for an Infantry Battalion.

    He possessed a Top Secret Security Clearance and served as an aid-de-camp for General P. K. Van Riper. Sean’s expertise in unraveling complicated transactional situations involving financial, legal, and risk management challenges has allowed successful understanding and resolution in otherwise unfathomable business transactions. This experience provides the basis for his project and risk management expertise and business management acumen for continuing to grow LRS Federal as a multi-disciplined professional services company.

    As the CEO of LRS Federal, Mr. Logan provides leadership and direction of the company as a whole. He is responsible for business development and establishing the overall corporate direction including long range planning, client management, and marketing.

  • Tom Scott is a Founding Member and President of LRS Federal LLC. Tom served in the US Air Force for 5 years, where he was a surveyor and construction inspector providing field support to various missions, including deployments to Panama and Honduras. His stellar service earned him many military honors including Wing Airman of the Quarter, Base Airman of the Quarter, Below The Zone promotion (twice), Air Force Achievement Medal, Air Force Outstanding Unit Award, Air Force Good Conduct, Honor Graduate, and Small Arms Expert Marksman.

    After leaving the service he joined the private sector where he has provided program/project management, design and construction support for environmental, infrastructure and information technology projects for more than 30 years. Tom has managed the national operations and business units of major firms involved in all phases of infrastructure assessment and construction, environmental management and remediation, information management system development, and other engineering and construction related programs. His considerable expertise with federal programs includes both domestic and international program development.

    One of the architects and pioneers of the federal government’s Guaranteed Fixed Price Remediation (GFPR) Program, Mr. Scott was responsible for winning and/or managing more than $300M of GFPR projects. He also possesses specialized training and expertise in program/project management, cost and schedule control, training program development, quality assurance, health and safety laws and practices, construction law and dispute resolution, contract management, nuclear safety and procedures program development.

  • Shawn Holsinger is a licensed professional engineer with more than 25 years of engineering and environmental experience with the government and private sector. He served as a civil servant for 19 years with the Air Force and Army, supporting installation management at the installation, major command, and service level. He successfully implemented programs designed to gain efficiencies and effectiveness with respect to environmental cleanup efforts and received official commendations from both services for his efforts. Since leaving the government in 2006, Shawn has led both operational and business development activities supporting various federal clients.

    As LRS Federal’s Chief Operating Officer, Shawn has been instrumental in the company’s efforts to organically grow our engineering services offerings. His knowledge of federal contracting and efforts to implement innovative contracting methods to solve federal problems is recognized both internal and external to the government. He has been instrumental in forging large and small business alliances for the firm and has been performing work for clients in both the private and public sector as a result.

  • Robyn Scott began her career as a Project Manager for a large business federal contractor. She gained valuable experience in operations and management of environmental and engineering contracts before moving to LRS Federal where she was promoted to a Program Manager. After earning her MBA and demonstrating exceptional contract and program leadership she was named LRS Federal’s Executive Vice President in 2010.

    At LRS, Robyn has supported 24 federal contracts, including Firm Fixed Price, Cost Plus Fixed Fee, Time & Materials, and Labor Hour contracts for USACE, US Navy, US Air Force, Army National Guard, GSA, and Veterans Affairs. She has extensive experience with the Defense Contract Audit Agency (DCAA) and has successfully navigated LRS through annual financial and contractual audits by the federal government. Robyn leads LRS Federal’s proposal capture efforts as well as LRS Federal’s business management department with responsibility for human resources and accounting. As a corporate officer, she has broad authority and responsibility for managing corporate assets to ensure that our projects are delivered in a cost-effective and reliable manner for each of our customers.

  • Ms. Scott has provided program/project management for some of LRS Federal’s largest contracts and brings expertise in environmental field operations and construction management services. She has managed projects for multiple federal agencies including U.S. Army Corps of Engineers, Department of Homeland Security, U.S. Air Force, and the Federal Deposit Insurance Corporation. Her projects have included work in 45 different states and she has worked with environmental regulators in virtually every EPA region. Under her project leadership, LRS Federal was awarded the Department of Homeland Security’s 2011 Small Business Achievement Award.

    Ms. Scott currently leads many of LRS Federal’s proposal efforts as well as LRS Federal’s business management department with responsibility for human resources and accounting. As a corporate officer, she has broad authority and responsibility for managing corporate assets to ensure that our projects are delivered in a cost-effective and reliable manner for each of our customers. Ms. Scott earned a Masters of Business Administration (MBA) graduate degree and an Anthropology undergraduate degree.
