Fort Bliss Hospital Third Party Commissioning Support, Fort Bliss, TX

This project was to provide third party Inspection and Commissioning services for the newly constructed William Beaumont Army Medical Center at Fort Bliss, TX to ensure that Priority Areas and associated systems operated in accordance with the necessary standards for healthcare and clinical investigation facilities. The project was initiated in phases as construction and initial commissioning was completed within a zone, to not delay opening of the hospital once complete. Priority areas included Biological Safety Laboratory (BSL) levels 2 and 3, isolation rooms to prevent spread of infectious disease, operating rooms, and vivarium space. LRS provided third party services by inspecting priority areas, performing Test, Adjust and Balance (TAB) measurements to ensure proper negative air was maintained, and perform minor adjustments as required.

Numerous regulatory requirements had to be met, to include: Biosafety in Microbiological and Biomedical Laboratories (BMBL); Joint Commissioning Certification of Specialized Spaces; American Society of Health Care Engineers Handbook; the United States Department of Agriculture (USDA) guidelines; Association for Assessment and Accreditation of Laboratory Animal Care International (AALAC); and applicable Department of Army specific regulations.

An additional factor was the project started prior to COVID, but was midstream as COVID hit. This required additional protocols, coordination, and work arounds at times when on-site personnel tested positive.
